Calls and emails are needed to members of the Texas House to ask them to support HB 16, the Texas Born-Alive Infant Protection Act. This bill protect babies born alive after an abortion. NARAL Pro-Choice Texas, the League of Women Voters of Texas, and other pro-abortion organizations are attacking this bill.
Please urge your Texas state representative to support HB 16.
Your immediate call or email call could make a huge difference. (See samples below.)
The bill was introduced at the Capitol news conference featuring abortion survivor and Austin resident Claire Culwell. Bill author Rep. Jeff Leach said:
“The collective conscience of our Nation has been shocked in recent weeks as we have witnessed elected policymakers advocate for and support measures that equate to legalized infanticide. Texans, however, reject this callous disregard for human life, and we cannot and will not remain silent. With the filing of the Texas Born-Alive Infant Protection Act, the Texas Legislature will draw a line in the sand, proclaiming clearly and loudly, on behalf of the Texans we represent, that a baby who survives an abortion deserves the full protection of the law and the highest standards of medical care. Here is an article on the news conference.”

“Hello, my name is (name). I live at (address). Please ask Representative (name) to support House Bill 16, the Texas Born-Alive Infant Protection Act, to protect babies born alive after abortion. Thank you.”
The Honorable (first) (last)
Dear Representative (last):
I urge you to support House Bill 16, the Texas Born-Alive Infant Protection Act, to protect babies born alive after an abortion. Thank you.
Please let us know you’ve contacted your representative. Send comments to firstname.lastname@example.org.
- The Texas Born-Alive Infant Protect Act seeks to give legal protection to babies born alive after an abortion or attempted abortion. In 1995, the Legislature passed a bill to recognize that a child born after an abortion has the same rights and privileges as any other child born alive. However, that law has no enforcement. In 2002, the Congress passed a similar measure, again without any enforcement.
- HB 16 is authored by State Rep. Jeff Leach (R-Plano), and the nearly identical Senate companion SB 23 is authored by Sen. Lois Kolkhorst (R-Brenham).
- It is hoped that HB 16 will be scheduled for consideration on the House floor soon after the hearing on Monday. They it will go to the Senate, which has already had a successful hearing on SB 23 in the Senate Health and Human Services Committee, chaired by the author Senator Kolkhorst.
