
Rep. Harris Davila, Caroline – District 52
Representative Caroline Harris Davila proudly serves Texans in House District 52. Raised in Round Rock, Caroline is a lifelong Texan who understands and champions Texan values.
Elected at just 28 years old, she made history as the youngest Republican woman ever elected to the Texas House of Representatives. She holds a Bachelor’s Degree in Communications from Thomas Edison State College and a Master’s Degree in Public Affairs from the LBJ School at The University of Texas at Austin.
In her first legislative session, Caroline hit the ground running—sending 13 bills to Governor Abbott’s desk, including SB 490, which improves medical billing transparency by requiring providers to issue itemized statements to all patients. Her work earned her the distinction of GOP Freshman Legislator of the Year and recognition from the NFIB for a 100% pro-small business voting record.
In her second session, she built on that momentum by passing 19 pieces of legislation which addressed key issues such as water conservation, childcare, healthy student meals, data privacy, healthcare access, supporting veteran businesses, and encouraging entrepreneurship.
In her two terms as an elected official, she has been recognized with several notable awards for her leadership and commitment to service. These honors include the Gold Star Award from the Retired Teachers Association, the Faith & Family Champion designation by Texas Values, and the title of GOP Freshman Legislator of the Year. In addition, she received the ABC Texas Legislative Champion Eagle Award, the 2025 Conservative Champion Award, as well as honored with the Defender of Life Award from the St. John Paul II Life Center.
Caroline is passionate about bringing people together and ensuring that the American Dream and the Texas Miracle are kept alive and well for future generations.
Caroline currently serves on the House Committee on Transportation, the House Committee on Trade Workforce, and Economic Development, and serves as the Vice Chair for the Subcommittee on Workforce.
