Support HB 70 to Give Parents the Right to Protect Minor Girls from Being Taken Out of State for Abortions
Please urge your Texas state senator and your state representative to support HB 70 immediately. This bill will give parents the right to protect their minor daughters from being taken out of state for abortions. Texas law protects minor girls (17 and under) from elective abortions within our state. However, no law prevents any individual or organization from taking girls to another state for an abortion, including sex traffickers, adult boyfriends, and abortion travel organizations.

Background
- The Human Life Protection Act (HLPA) is the landmark law that protects minor girls (17 years of age and younger) from abortion, beginning at conception, in our state. Violators who perform or help a minor to get an illegal abortion commit a first-degree felony with 99 years in prison, a minimum $100,000 fine, and mandatory loss of license for medical providers.
- However, Texas law currently does not give parents the right to prevent a third party from taking their minor daughter for an abortion in other states.
- HB 70, authored by Rep. Ellen Troxclair (R-Lakeway), creates a crime to take a minor girl across state lines for an abortion. It has the same stiff penalties as are in the Human Life Protection Act. Sen. Phil King (R-Weatherford) is expected to file a nearly identical bill in the Senate.
