URGENT LEGISLATIVE ALERT 04/15/2025 
Urge Your State Senator & Representative to Support the Life of the Mother Act

Please immediately urge your Texas state senator to support the Life of the Mother Act, SB 31/HB 44. Please do it today. Because of gross misunderstanding by some doctors and hospitals, fueled by several false media reports, this bill is gravely needed.

This bill does two important things. First, SB 31/HB 44 creates continuing medical education (CME) and continuing legal education (CLE) so that doctors and lawyers at hospitals completely understand how Texas’ principal abortion law — the Human Life Protection Act (HLPA), which completely protects unborn children from elective abortions — has an exception to allow doctors to perform abortions in rare cases when medically necessary to save a woman’s life or major bodily function. Second, SB 31/HB 44 amends the other abortion laws to make their exceptions consistent with the HLPA’s exception.

WARNING: Several poorly informed organizations and individuals who describe themselves as “conservative,” “Republican,” or “rescue organizations” have begun attacking this bill with emails riddled with factual errors and misinformation. For example, some emails incorrectly identify the law that SB 31/HB 44 amends or falsely claim how the narrow exception works.

NOTE: All major pro-life organizations in Texas, including the Texas Catholic Conference of Bishops, Texans for Life, Texas Right to Life, and Texas Alliance for Life, strongly support SB 31/HB 44. The Senate and House authors are staunchly pro-life and have authored or supported many other pro-life bills that have made Texas the nation’s leader in protecting unborn babies from abortion. The numbers show the success as reported elective abortions in Texas have plummeted from thousands per month to zero.

Background

  • The Human Life Protection Act (HLPA) is the landmark law that completely protects unborn babies from abortion beginning at conception. The HLPA has a narrow medical necessity exception to allow abortions in rare and tragic cases to save the mother’s life or major bodily function.
  • Doctors may and are performing abortions in rare cases to save the mother’s life or major bodily function. Doctors have reported performing abortions under the medical necessity exception 151 times, an average of five per month. No doctor has been prosecuted, sued, or sanctioned for performing any of those abortions. No woman has lost her life for lack of an exception in the law.
