In May, President Trump issued the new Protect Life Rule to stop sending Title X family planning dollars to abortion organizations like Planned Parenthood. Once in effect, it is estimated that Planned Parenthood will lose up to $60 million of our tax dollars each year — their second-largest source of tax funding after Medicaid!

Now is the time for the Pro-Life movement to flood the federal Department of Health & Human Services (HHS) with comments expressing our support for President Trump’s life-saving new regulation.

I am writing to support the proposed rule governing Title X funds. I believe that abortion is not family planning. This rule will draw a bright line between abortion and family planning. Taxpayer dollars should be invested in comprehensive health care and not used to promote abortion and subsidize Planned Parenthood and abortion industry. This rule will provide necessary transparency for Title X funds and would assure that none of these funds are used for abortion or abortion-related business costs. Taxpayers and patients deserve access to better care than they receive at abortion facilities. I urge you to uphold this proposed rule in its entirety.

Background

A similar rule was issued by President Ronald Reagan and again by President George H. W. Bush in the 1980s. That rule was upheld by the Supreme Court in the 1991 Rust v. Sullivan decision. Just as the rule was about to go into effect and defund Planned Parenthood, Bill Clinton became president in 1993 and rescinded the rule.

In 2011, the Texas Legislature passed the General Appropriations Act and SB 7 that prioritized Title X funds to those organizations who offer “comprehensive primary and preventative care” while providing family planning services. Planned Parenthood does not offer services at that level, and they lost all Title X funds that were appropriated by the State of Texas. However, the Obama Administration removed all Title X funds from the Texas government and gave the funds to an independent organization that resumed the flow of Title X funds to Planned Parenthood in Texas.
