2025 Legislative Scorecard -

89th Texas Legislature (Regular and Special Sessions)

The 89th Texas Legislature—both the Regular and Special Sessions—were fast-paced, full, and fruitful. With the support of committed pro-life lawmakers and the leadership of Governor Greg Abbott, Lt. Governor Dan Patrick, and Speaker Dustin Burrows, multiple strong pro-life bills were passed, and no pro-abortion legislation succeeded.

Texas Alliance for Life’s 2025 Legislative Scorecard reflects how each voting member of the Texas House and Senate voted on key pro-life bills that protect unborn children, support families, and safeguard taxpayer dollars.

Key Pro-Life Legislation Scored (Bill and Amendment Votes)

Life of the Mother Act (SB 31): Ensures doctors and hospital attorneys understand that Texas law allows medically necessary care for pregnant women.
Ban on Taxpayer-Funded Abortion Travel (SB 33): Prohibits state and local governments from funding abortion-related travel and logistics.
Increased funding (SB 1) for the Protection of Thriving Texas Families Program (SB 1388): Safeguards this $200 million program by ensuring funds go exclusively to life-affirming organizations.
Bereavement Care for Infant Loss (HB 37): Expands access to bereavement services and cuddle cots for grieving families.
Perinatal Palliative Care Information (SB 1233): Requires that families given a life-limiting diagnosis for their unborn child receive information on supportive care options.
Mail-Order Abortion Drug Enforcement (HB 7): Establishes civil penalties for abortion providers who mail abortion-inducing drugs into Texas illegally.

Important Notes on Scoring

It is long-standing practice that the Speaker of the Texas House, as the presiding officer, does not cast votes. For this reason, Speaker Dustin Burrows is not included in this scorecard. Similarly, under the Texas Constitution, the Lieutenant Governor only votes in the event of a tie, so Lt. Governor Dan Patrick is also not scored.
