Update on Parental Consent for Abortion in Texas
Thanks to everyone to sent an email to defend parents' right to protect their minor daughters from abortion doctors. We have had a huge effect. The Texas Medical Board (TMB) met in Austin on June 2 to consider the proposed parental consent rules and form governing physicians who perform abortions on minor girls (17 years of age and younger). The proposed rules and form were deficient in several respects. They failed to require a notarized signature of a parent at the abortion facility to prevent fraud and illegal abortions. Also the proposed form failed to provide enough information to girls and their parents about medical risks, the characteristics of the unborn child, and compassionate alternatives to abortion.

Texas Alliance for Life sent out an Urgent Legislative Alert asking people to contact and ask the TMB to strengthen the proposal. Many thanks to the countless numbers who responded. The TMB voted to instruct the legal staff to address the above concerns. This is appears to be a huge victory! We will know for sure when the revised rules and form are officially published in the Texas Register on June 23. Watch for further updates.

Strong abortion rules and a consent form are urgently needed in Texas. The following is a documented case of an abortion facility attempting to evade the parental consent law so that an illegal abortion can be performed on a minor girl. Life Advocates/Foundation for Life of Houston has made available a recording of a call made on April 20, 2006, to a Texas abortion facility. The abortion facility staff coached the caller on how to circumvent the parental consent law by bringing someone to fraudulently sign for a parent at the facility where an illegal abortion would be performed.

U.S. Supreme Court Update
Next fall the Supreme Court will consider the constitutionality of the federal ban on partial-birth abortions, which was signed into law in 2003 by President Bush and challenged by abortion providers. The law would ban partial-birth abortion, a particularly gruesome and unnecessary method of abortion.

Pro-life Texas Attorney General Greg Abbott filed a friend-of-the-court brief on behalf of Texas and 12 other states. The brief argues that the Court should uphold law. Click HERE to view it. For an excellent summary of the issues before the Court from National Right to Life, click HERE. The Court will likely hear oral arguments next fall in Gonzales v. Carhart.

Texas Alliance for Life maintained a very active presence at the state conventions of both major political parties. After being very well received at the Republican Party of Texas State Convention in San Antonio on the first weekend of June, TAL headed to the Democratic Party of Texas State Convention in Fort Worth on the second weekend. Hundreds of attendees at the RPT convention lined up to sign the Petition on Public Funding for Stem Cell Research, donate to TAL, and learn more about our Walk for Life. The enthusiasm was overwhelming. In Fort Worth, we supported Democrats for Life of Texas at their booth with pro-life materials and staff.
Cecile Richards Kicks Off New Texas Planned Parenthood PAC
Cecile Richards came to Austin last month to kick off a new state Planned Parenthood PAC to raise money to elect pro-abortion politicians. Richards, the daughter of former (pro-abortion) Texas Governor Ann Richards, recently became the head of Planned Parenthood Federation of America. Planned Parenthood is Texas' largest provider of abortions. They also are one of the most formidable pro-abortion lobby forces in the state Capitol.

"This new development poses are a real threat to some of our pro-life elected officials and ultimately to the progress of the pro-life agenda in Texas," said Joe Pojman, Ph.D., Texas Alliance for Life's executive Director. "I can only hope that we can raise the financial resources to counter this destructive giant."
